Forum specific Moderators would actually be a great idea but given theres already a bunch of mods, not sure how they would go about it.

It feels like they already exist. I sometimes ask mods in networks to fix stuff I post, but in general certain mods cover certain forums and that's that.

No, I'm being serious. Most of the people that post in the forums regularly have a ban or two, have an enemy or ten, or have already been a mod at some point. I think people that have laid low most likely have a better shot at becoming a mod since they don't carry any baggage with them.
For example, I'm sure with someone like me the first thing weighing on Pallow's mind is "if I give this guy a mod tag there are going to be a few people raising hell about it". Someone that isn't well known may have a person or two complaining because an unknown got it but there won't be near the backlash.
