Honestly, I don't see how any build can be easier or harder to make than another. Every player's production is different depending on the players around them.
I think the two toughest are run blocking OL and pass rushing DE or OLB. The player will often follow the ball instead of the play and easily get washed out.

Yeah, that's pretty much why it's hard to say what positions are 'harder' to build. Just because a FB or TE has more attributes to raise, it doesn't necessarily make them 'harder' to build since most of the time, players are building for what fits best on their team. It's not like you have to raise all of the FB's or TE's stats anyways, it's best to specialize in certain spots.
I've been building a QB and I can sure as hell say it hasn't been easy. I've had to change my equipment stats quite a few times to figure out what works, and nothing has been successful. My stats are right where they should be for a level 21 QB, and I'm having a hard time making him productive.
I think as this game progress's, you will see more specialized positions. Technically, balanced players are Rare in real life. Most players go to a specialized type position. NFL teams play each of these players in different manors. Look at the Vikings when they had Carter and Moss. The GM's of teams need to make decisions when drafting players on what type they need that fits their defense.
Here are some examples: WRs: You have deep threats and you have possession wide outs LB:run stoppers and pass rushers SS:run stoppers and coverage safeties
DE's should always be pass rushers, DT's should always been run stoppers. FS's should always be coverage defensive backs.
SS's are in my opinion the hardest to build. They are the last line of defense so they cannot miss a tackle; they also have to chase down fast HB's and WR's. LB normally does not have to have the speed to stay close with WR's because they traditionally do not cover them.
