It might amaze you to find that it wasn't the lack of "foresight" that caused this problem, as there have been multiple reports created showing the possibility of a downfall, if better regulations are not put in place. These additional regulations were all crushed down by primary players in congress, Chris Dodd is one of those players... and surprising enough, he has received more campaign contributions from Fannie & Freddie then anyone else.

Im not going to say Clinton isnt at fault, but my opinion would be they had a good hearted thought going that was executed very poorly by whoever decided that variable rate loans are anything but predatory lending. You want to get housing for poor people, thats great, but to then give them a loan that you can change the interest rate of whenever you feel like is pretty shady.
