They are probably still turned off for rookies. I didn't hit a single breakthrough with my rookies, and used about 150 training points combined today and yesterday, but my older dots are getting them all over the place.

I had 7 out of 12 this morning. Maybe even more, those are just the ones I manually trained.

rookies dont get turned on until day 4. mine were all non rookies. day 4 seems to be a great day to train rookies tho

I trained 6 of my guys about 8 TP's each, I'd say I got about 60% breakthroughs, wish I had more to train.
