If a new player comes on he definitely wont be building a HB worthy of any competitive teams anyways.

We never want to go back to the old days were there were leagues full teams with nothing but QBs and HBs. That is just a waste of server resources.
Which is better? To not be allowed to make an unwanted/unneeded player, and to let them make the player but then have no teams for them to sign with? If someone sees that they cannot make a HB, there is still a good chance that they make something else. If they make a HB and have no team, then odds are good that they just leave.
