There would only be 8 demotes from WL and 8 promotes from Pro.

Which means you are frustrating your players who aren't in those leagues, denying them the core of the game basically.

That said, if you DO implement this, then Reg Pro Elite needs to be larger and have named permanent leagues with less turnover to make this lesser tier more interesting since for many more players it will be the end of their career and their highest level of playing GLB.
