Bort does have the desire to run this type of tournament at the end of each season, actually. The only way to make it work, though, would be to run the entire tournament in one day. So, he'd give you the ability to setup AIs for each team in the tournament if you so chose, and then it'd run in one swoop.
Because he is doing sim changes throughout the off-season, we can't do it on the live server. He has talked about adding a new sim server just for friendlies. If he did that, I suppose he could not apply the sim updates until the end of off-season so we could do friendlies throughout that time. The problem there though is contracts ending day 40.
So, there are some possible options but none will ever be perfectly ideal.
