I think that's also because people take a knee on a lot of returns and they have adapted to the FFs by building returners with not fumble gear, higher carrying, and points in the cover up SA.

And that was the bigger problem... it made STs pretty bland. 90% of the teams were within five yards of each other... the returner with the most return attempts got the gold trophy. The number of TDs was usually decided by one or two, whereas in the past there would have been a 10 TD difference between the top ranked STs and the rest of the pack.
You keep on bringing up the ST nerf while failing to address the elephant in the room: the ST nerf was a direct reaction to YMX winning all 6 first place returner trophies in WL and putting up 5 TDs in the playoffs, including four in games decided by less than a TD. It was a nerf to all STs, but the reason for the nerf was to stop YMX and the imbalance he caused in the game.
