Why does losing a Pro Conference Championship game make a team more deserving or qualified to play in World League as compared to a WL team that posted a winning record but missed the playoffs?

I said nothing about merit, I'm talking fairness. There's only one way to get into the WL and that's through demotion and promotion. Someone else deserves their turn. Undoubtedly you guys will be better than any newly promoted team, but plenty of excellent teams have demoted over the years.

What were the circumstances which allowed Mayan to stay in WL when they missed the playoffs w/ an 8-8 record (iirc)?

I believe it was Dakar that stayed up, because so many teams from APL declined promotion. It was something along the line of an 8-8 APL team that lost in the first round of playoffs or keeping Dakar who just missed the WL playoffs.

It was more than that. Bort even had to make a post LOLing @ APL. Literally 0 teams wanted to promote to the WL. Bort tried his hardest to promote a Pro team before he decided to let Dakar stay.

It wasn't that drastic, but it was the 4 seed in APL that was the next taker iirc, whereas Dakar went 9-7 in WL. There have been other teams since that as well (Sparta did it, I think one other team as well)

Yea thats right. I remember all of the anti-APL stuff going on then. But letting Dakar stay in that situation was definitely for the best. Other than that things have been pretty straight-forward on promotion. It is rare that the conference champions and runner-up both decline promotion.
