That is not a normal survivor pool. Not picking against a team more than once is something that was added in the WL because of the disparity in competition. It is not common to survivor pool rules. Just google survivor pool rules.

Eh every survival pool I have played outside of GLB has had that you can only choose loser once. Whatever I don't mind this way though
