imo if a team flat dominates a region, for 2 or 3 seasons they should get a promotion to a better league. Santiago should get promoted imo to USA or CPL(cant believe I wished that on someone), Emmaus could as well. WSI is a top 10 team year in and year out. They are gonna be fine over here imo
