Remember, these are players who can't really play in other leagues because they're being built for two-way football. If you force a min and a max of 15 players for a 32-team league, that makes the player pool for that league 480 players exactly. If you can make a min of 15 and a max of 20, the player pool for that league becomes between 480 and 620 players -- a range that creates flexibility.
