But, if I'm understanding Bort correctly, this is exactly the problem. The min of 20 isn't just for the roster size. The game itself can't sim without 20 active players. So we have a Catch-22 ... we can't add roster spots without compromising the entire idea and we can't remove them because of how the game is coded. So we're stuck at 20 players, min and max. And this creates potentially huge problems with the player pool, with teams' abilities to sign and release players and with free agents who are built to be Iron Man players but have nowhere to play because teams have no wiggle room roster-wise.
Unless there is some solution that allows teams to play with fewer than 20 players, I think this idea is, unfortunately, dead in the water. If there was only some way to make a couple of those roster spots (ideally 5) non-active spots, then we'd have a perfect solution. But from what I'm hearing, even though it hasn't been addressed directly, that's not possible.
We could make the roster minimum not apply, and the game would just sign CPUs up to 20 (and then cut them) when the sim ran. Problem is that if you don't have at least 20 players it will also auto reorder your DC.
