Ahh Pro would do it yeah. Fair enough. My catch is 14%, not far from the max of 12% but a huge difference between Semi Pro & Pro of course.

The few open builds I was able to see in my brief time before they kicked me off the team, had pretty astronomical PVal ...
And 99 natural primary. +55 gear, so not doubling, at least on the ones that WERE open. Perhaps they were left open as a 'smoke screen'.
But they had invested somewhere around 200 SP into SAs. (+10s across multiple trees, 3 extra SAs on all). High primary spikes player value. Buying a metric asston of SAs, stays static value (no ALGs compounding it).
By keeping the primary low, they were intentionally keeping player value down. If they had gone higher, it would've been 1600+ player value, and everyone and their mother, would have been screaming about "HOW THE **** ?"
So that kind of proves that it wasn't something they stumbled across, they certainly orchestrated to keep it under wraps, IMO. I don't think the low primary was ideal building, but just rather a way to hide from detection for longer, from the rest of the player base.
Considering the impossible spread of SAs (like RC pointed out about the pHB having essentially the ENTIRE evasive tree and the power tree, and a bunch of XSA (Surge, Hurdle, etc.) The HB builds were ALWAYS closed, but I think it matches up with the few I could see ... on my brief stay on their team.

I didn't want to make accusations of cheating, without something harder than "my brother the math wiz (Brewnoe), says that build is impossible." i believe the Mob and MM started at the same time... Mob had "new training techniques' I was told and toms MM were going into a new zone based defense. I had dots on both and also started my Quo team. My thinking was that if I was able to keep Quo close to both teams in terms of build elvs etc then I could at least compete with 2 teams I thought would end up as solid Pro teams. Ive been pretty successful in this game but never made an impact at the top of the game. I built once of the best INT dots Id done but if my dot got 15 INTS in a season then at least 3 others were getting double/treble that so when he was cut I was sort of like Whatever !! Its gotta be me !!! My dots on MM were good as was the whole of the roster. And imo MM had the best/better co-ords so I was surprised to say the least that towards Pro Mob started to dominate..EVERYONE...Meanwhile my Quo team was competing with MM ...losing more often than not but competing...but the Mob tore me apart and I got to the point where no matter how much time I put into scouting etc seemed to make little difference. So much so that the last couple of seasons I just put out a preset and waited for the loss....Then started to change the roster as Im thinking well its gotta be me !!!
Long and short I lost by about 150 points in S117 to Mob...nearly rage quit (embarrassed not angry) but having other peoples teams to worry about thought that wasnt an option Before the exposure of whatever was going on I noticed some of the growing feelings of others that something wasnt right.but Im still shocked lol....
So Im glad its been sorted but the effects have probably harmed a game that was imo ws starting to attract old and new players back to the game....
Long and short I lost by about 150 points in S117 to Mob...nearly rage quit (embarrassed not angry) but having other peoples teams to worry about thought that wasnt an option Before the exposure of whatever was going on I noticed some of the growing feelings of others that something wasnt right.but Im still shocked lol....
So Im glad its been sorted but the effects have probably harmed a game that was imo ws starting to attract old and new players back to the game....

you can really round out builds without adding too much SP to EL as well

Fully agree. You put +7 primary on those dots and take away the early SA hoarding, would have been insanely apparent with crazy player values.
