So how did Official Football Guys get promoted two seasons in a row?

Refuse promotion in S44 and then league swap to Oceania in S45?

they didnt let oakland drop down with a 20 chem decline team a few seasons back, but they allow teams to decline WL promotion and stay in pro. seems legit
