I'd guess your numbers are a little skewed because nobody throws the ball at low levels.

Pretty simple really, CBs don't have the intercept %, the catching, jumping, vision or SAs to intercept it at those levels.

And QB's don't get sacked? because DE's lack...a common brain, and RB's don't fumble because...ok DB? your turn...

DE's are slow or weak. QB's make bad throws because they are hurried constantly. That is the younger leagues in a nutshell.

Most of the things you are talking about happen because of things like SA's, % AEQ, and VA's. You are talking about a level that has none of that.
