eh I would have to check, I know the packers use a WR, but I still feel the majority of teams use CB's

Of the top 40 returners in the NFL, measured by number of kick returns, only 6 are defensive backs:

If you sort by punt returns, it goes to 9 defensive players, including a safety:

Most kick returners are RBs, and most punt returners are WRs.

This might have been true for PRs back in the 90s. Deion made it all the rage. As far as I am aware HBs have almost always been the dominant KRs.

I am surprised it has changed that much over the years

I had no clue RBs returned kicks in the nfl.
