This is incorrect. It drops to 2% after exactly 100, and will stay at 6.5% until then.

To the first part of your post, this is why I said (I think). But is your post a fact? Doesn't that #, in your example 6.5%, depend on the % increase (stars) that attribute has assigned?
And yes, I agree with the second part of your post but many people still leave their skills trained to 95-99% until the very end. Look at Jay's post about his guy...forgot to roll them over until it was too late. He's not the only one to have ever done that. I brought it up because this is the forum for FAQ's and Newbs to find help. That's a simple mistake that many make that can be avoided if planned out properly.

This is assuming you 3 starred your attribute at least. Obviously nobody is going to be training anything that high without multiple stars.

At 49, training one attribute fully gives you two SPs worth. At 47, it gives you one SP worth.
It takes the same amount of training sessions to get one full bar. What do you think you should do? Train when it will give you one SP or two SP?
From 33 to 48.07, your training sessions give you less SP-value per session than after that!
