It think is actually record against those teams you are tied with, and then if you are still tied it goes to points against.
Head to head record among the tied teams is the tiebreaker, so the 8 teams are first ranked in order of their intra-tie record. a 6-2 or 7-1 intra-tie record would guarantee a high spot. Points Allowed is the next tiebreaker after that, so if two teams are 6-2 intra-tie then it's used to determine which one gets the higher seed.
