The issue is that there are two interpretations of how the tie-breakers should be applied.

Interpretation A:
1) Most wins gets first seed, second-most wins gets second seed.
2) In case of a two-way tie, the winner of the head-to-head gets precedence over the loser
3) In case of a three-way tie, use PD to determine who advances and seeding

Interpretation B:
1) same
2) same
3) In case of a three-way tie, use PD to determine who advances
4) After determining who advances, go back to head to head to determine seeding

Having said that, I tend to agree with LE and MGeezy for next season. But because it wasn't really clear this season, Tournaments will make the call however he sees fit, and I sort of like the coin flip idea. I mean, in World Cup the fifth tie-breaker is drawing lots.

j/k, glad to have it settled. And next season the rule is going to be that the 3-way tiebreaker rules determine not only who qualifies, but also seeding, right? So in this case NOPW would have been the top seed? Just making sure.
