In which case, everyone and his brother can do it, so someone who has exhibited the skills required to win at higher levels loses all of their tactical advantage and gets lumped into a large pool of teams with nearly equal chance to win.
It stands to reason that anyone who learned what was required to win at higher levels can learn the lower levels as well. I can see how some people would fall into the trap of trying to build their teams to suit high level success, but not everyone who does well at high levels is that short sighted.
