I posted the regulation rules as I originally had them when I posted the idea of Pee Wee Pro in the first place.
Promotion rules:
Bottom 8 Gold teams AND any teams that go CPU shall be dropped to Silver (or Copper in the case of CPU teams). Gold shall be filled by taking the non CPU winners from each league. If any additional positions remain unfilled they shall be pulled at random from all non-CPU Conference Finalists. If there are still positions to be filled, they shall go at random to the conference semi-finalists.
This may not always bring in the best teams, but it does make sure that harder leagues aren't punished. Since a vote every season could become a popularity contest, and scrimmage matches can't be used, this is the fairest system I could think of.

One loss has an astericks though because one opposition boosted 12 players the day of the first game of the season, which is pretty bush league imo.
