That's not necessarily a good reason not to buy it. Once upgraded 4 times, that piece will have +3 to One handed catch in addition to 4 attribute points. Could be useful for the right build.

I just made it to lvl 16 and refreshed my shop i can get a dew rag for 26k that gives +2 to catching and 3% intercept chance

Nice. I still haven't found anything with +intercept% for either of my CBs (though I gave up on it around a week and a half ago)

I got a couple 5% intercepts but i passed on em since there are +'s to attributes with it as well. Havent found anything good though.
Found a 'Monster Hit' which I bought and am still mulling over. It works very well against players with poor/mediocre carrying ability and WRs usually have less than 35.

the payoff is probably too low, for a CB, you may want to focus on something else or go for a (+2-3 attribute & 5% INT) piece which are really hard to find...so far.

No. Snarl is chance-to-work, which means you'll need a high level in it for it to work reliably, which you will never get from AE. Look for constant modifiers IMO, like +%, or SAs that're always (or at least often) in effect.. eg Shutdown Coverage, Super Vision, Change Direction/Quick Cut, Blitz, Return Spec, Aura of Intimidation, etc. (Not necessarily some of those for CBs, they're just examples of constant SAs.)

Thinking about the SP it would take to raise that SA alone is worth skipping the bonus SP from temp boost...
