If you want these teams to all be at their best, you might want to hold the tournament later in the season closer to the playoffs.
Some of these teams will boost early and some late. Some teams have bad chemistry now and some dont.
However, shortly before the playoffs everyone should be boosted and have good chemistry so the playing field would be as fair as possible.

In terms of timing, the best time for this would be the off season, when all teams have boosted and are able to dedicate time to recruit
