The "grace period" is a waste because many scripts did break as soon as links from different domains/sub-domains started appearing. I assume by "turning them off" you mean "break completely" since a web site server has no control over what is done with the info it serves up other than the content itself. GLB/WG underestimated the value of GM scripts by not taking due diligence to ensure their integrity through the change of domains.

There's never going to be a really "good" time to do it. The key is in preparing the userbase for what needs to be done, all known implications, schedule, etc.... My point is that there is breakage now. Every time a goallineblitz.com link gets typed/copied/posted the cleanup gets larger. I'm thinking "nip it in the bud", sort of.

I've done neither, but my cares have also diminished.
