And I'd add to whodey's post that you want the 5% most... the +3 second most. Reason is buying the 5% costs more than buying the +3.

The best advice on CEQ is to not upgrade it until you have purchased all of your AEQ so that you know what you are missing. If you roll two pieces of +5% break tackle, but you already upgraded your CEQ with break tackle, you will have to sell your CEQ to fix the mistake (or hope your build didn't need that Spin, Fake %, or Juke that you are now missing).

As to the OP, I'm a big fan of going to +12% chance on my CEQ rather than +4 to an SA for most builds.

WRs do well with break tackle, fake chance, and catch ball chance, so having a fourth or fifth piece of % chance is very effective.
HBs are in the same position, but often I take a +6 SA at the end of the tree and some I will take not fumble instead of one other (build dependent).
D-line I max out the % pieces with break block, make tackle, force fumble.
QBs I would take pass quality, pass distance, fake chance rather than SAs.
DBs I would take deflect ball, make tackle, force fumble, intercept, avoid fake, catch ball over SAs (depending on build)

Oline I might take SAs depending on how many hold block pieces you have. As a third hold block piece I would.
Ks and Ps don't have % gear of importance, I would take an SA.
FB would depend on build: could take hold block, or like the HB.
TEs are build specific, oline or WR or combination?
STOPs can take make tackle, avoid fake, hold block, break block, force fumble.

Most times I wouldn't spend it on an SA unless it was at the end of a tree or would require investing in SAs that suck to get there.

Seems like a waste when I could have an other SA.
Also if I select 1 hand... does it still cost 2SPs to add each level and increase as I get hirer.

splitting bonus CE can be effective too

for example, the kicker and punter

3 pieces of AE get each SA +6
CE tree +1 more
add 1 to the first 2 in the tree and 2 to the 3rd SA with bonus CE

so you have 8-8-9 with all of the above

going 2-2-1 with SP gets you 10-10-10

the max you would want to do is 4-4-3 to get 12-12-12
