...I think if 2-4-8 was the case, then start every team off in silver and mid season do the team movements! ...every peewee conference should consist of only 8 teams, so that every team gets to play against every team in their conference before team movements, where the top team from each conference goto gold and the next 2 best teams remain in silver, and the rest goto copper! ...the teams after the move then get to play against every team in the conference after the team movements! ...then have a playoffs system where the top 4 teams from each gold conference playoff against each other for the championship! ...the top 2 teams from each silver conference goto the silver playoffs ...and the top team from each copper conference goes to the copper playoffs!
this would resolve the CPU teams in gold, and every team gets to play against quality opposition, coz the gold teams from the previous season could be placed in a seperate conference at the beginning of the season and the silver teams that remained in silver could be divided between the silver leagues, which gives every team a chance against a gold calibre team and some other quality opposition before team movements.
...so to break it down for the tl;dr...
2-4-8
day1
16 silver leagues consisting of 8 teams per conference ~every team in each conference gets to play against each other before team movements
~1st place getter in each conference goes to gold!
~2nd & 3rd place getters in each conference remain in silver!
~the rest in each conference goto copper!
mid season
2 gold leagues consisting of 8 teams per conference ~ every team gets to play each other in each gold conference before playoffs ~the top 4 teams from each conference goes to gold playoffs(16teams in gold playoffs)
4 silver leagues consisting of 8 teams per conference ~ every team gets to play each other in each silver conference before silver playoffs ~the top 2 teams from every silver conference goes to silver playoffs(16teams in silver playoffs)
8 copper leagues consisting of 8 teams per conference ~ every team gets to play each other in each copper conference before copper playoffs ~the top team from each conference goes to copper playoffs(16teams in copper playoffs)
...this way every peewee team has a shot at the gold league every season! ...this would be a serious boost for interest in peewee in general, and it could entice more quality agents/coords from the higher leagues to give it a try 
I think boosting would become a disaster in this situation. If there are say 2 competitive teams in a conference and they meet early on, a team could pretty much guarantee their spot in gold by ninja boosting. Then when the actual shuffle happened the season would pretty much be decided by who got lucky with scheduling and conference assignments and was able to hold off on boosting for the longest.
