As the OC for the team that has that QB, I can say a couple of things about it.
In the first game (against CPU), he went 11/13.
In the second game (against near-CPU), he went 20/25.
In the third game (against a pretty good team), he went 5/9.
To put it in perspective, the first game had a reasonable offense set. The second two games had him throwing to all the wrong receivers (blocking or speed guys). And he still had one very good performance and one reasonably good performance.
The first two completion percentages are way too friggin high for a guy that has the same throwing/confidence/strength/vision as an untrained punter, regardless of his level. Now, it appears that the passing boost has been toned down slightly in the last couple of games, or else the difference between a level 1 human CB and a level 1 CPU CB is very significant. Either way, the third performance looks somewhat more reasonable, but it's still too good for a guy with no relevant stat over 10. The boost should allow QBs who put some points into throwing/str/vis/conf to hit targets, but it shouldn't be turning level 1 running QBs into a 1999-2002 Rich Gannon or a modern day Drew Brees.
Anyway, I'm not calling for (further) reductions to the boost at this time. I say let the season play out and see how it looks over the course of the season in both pee wee and in the cap-14 leagues.
