Look at the running game. In a competitive game, we expect/hope for 4-5 yards/carry both at the beginning of the season and at the end of the season. Why can't we expect the same consistency from the passing game.
I think 60% would be over powered for peewee and turn it into a passing league (not balanced) as the yardage from 60% of passes would be greater then anything the running game could produce (against teams who actually play a good run defense [see HHM, MMD, TIA, ...the other gold league teams, and a few silvers, etc.).
