That makes 5 owners out of 16 voting for the Zeta All Stars, even worse in alpha, seems most owners don't care

Probably not, being successful requires a certain amount of involvement, so owners and GMs that are near the top are more likely to be more active and see these threads in the first place. Besides that it is not too easy to fill out the whole ballot even if you did a lot of preparation and planning for games, the less involved owners likely would have an even harder time.
