For an HB, speed goes up by .33 per level. So here's his maximum speed per level (we're going to assume he didn't train speed ever, for the moment):
1: 22

6: 48.65 (Costs 2 SP after this point)
7: 50.98 (1 SP left over)
8: 54.31
9: 56.64 (1 SP left over)
10: 59.97 (Costs 3 SP after this point)
11: 61.3 (2 SP left over)
12: 63.63 (1 SP left over)
13: 65.96
14: 67.29 (2 SP left over)
15: 69.62 (1 SP left over)

So the absolute maximum speed for a RB who rolled a 22 at player creation (which I'm still not sure is possible, but whatever), assuming no training, is 71.95. Add +6 from a custom, and +12 from cash equip puts it at 89.95. So, it's possible if he put all his SP, and trained it up a couple times to be at 90.66. Though, that would mean that no SP were invested in any other skills, and only trained.
No, I don't know why I just did that. And, yes, there are much better things I could be doing. That's probably the answer to why I did it, I suppose 
You didn't consider a level 1 starts with 15 skill points, did you?
