The group can only be as big as there is room for. The problem isn't that the group isn't big enough. The problem is that people go inactive and a season of testing goes quick.

Not for nothing but when testers were vetted, wouldn't their history of inactivity come into play when deciding to offer them a testing position?

I find it hard to believe that an agent with a long history of consistent activity would suddenly start to go inactive when testing a new game.
