well, they are actually on loan from Dr. Evils Son. After the ups and downs of their rocky relationship, he has broken off and started an evil empire of his own. Their not doing so hot though, so he has moved into the Evil Masterminds Rental Association for Evil Masterminds of the Future...or E.M.R.A.E.M.F. for short. But thats a secret too.
