I think you mean level 3. In order to soft cap at level 2, you'd need an initial roll of 28. That's not possible.

It is, however, possible to roll a 23 in STR and soft cap it at level 3.

You can cap it at 2, but at a huge detriment to your player/ great timing, or a combination of both.

yep, you can pull it off, but its not worth it. cap it at lvl 3.

If you can pull off the timing, I'd say it's worth it.
