Sort of. It's an offshoot of HTML code. Back in the day on message boards before BBCode you used to be able to use actual HTML. So people would do thinks like:
<SARCASM>Well that sounds interesting</SARCASM>
Since HTML code is started with something like <bold>Bold text here</bold> and ended by "turning off" the tag.
Because some browsers of the time would just ignore things inside < > thinking it was an HTML code it didn't know, people just started stripping out the <>
Then, in normal fashion, people stopped doing the top portion of the code.
So they would type something then finish it with "/whatever".
For example, at the bottom of a rant they would add /rant.
