The Level 21 CB certainly has more catching and jumping than my level 10 WR. I had it, and then I didn't.
...but at the end of the day, speed is king! Oh ya, and a nice pump fake gets my guy enough clearance to make the catch and get moving again.

Speed really does seem to be king...I think other things will come into play when people start getting near the hard cap on speed...I don't think a 95 speed WR will be torching a 85 speed cb that much.
