Did any of those more-deserving teams ask to be moved up? Apparently not, since there were still two CPU teams in SAPL at the time the OP made his post.
So, what's Support supposed to do? If you had it your way, Support would tell Osaka, "Sorry, someone else deserves that spot more than you do," and close out Osaka's ticket. But nobody else would request to swap out with either of those CPU teams, so Season 40 would start tomorrow with two CPU teams in SAPL while Osaka remains in RegPro.
Do you truly believe that's the preferred outcome here?

By the way, let me tell you how fucked up Support is on this stuff. In Season 38, my secondary team, the Palm Bay Paladins, went 8-8 in RegPro Elite #1 and finished #9, which caused us to stay behind in RegPro. Up in USA Pro, my friend's team emptied out his roster and left it empty, so he and I opened up a Support ticket to swap with each other. Support said no, because "we're not sure your team is the most deserving to move up," but apparently none of the "more-deserving" teams put in a swap request, because my friend's empty-roster team stayed in USA Pro while my Paladins stayed in RegPro.
In the meantime, another team in RegPro Elite #1 went 7-9 (worse than us) and finished #10 (worse than us), but they opened a Support ticket to get moved up to Canada Pro -- AND GOT MOVED UP. The better team got denied, the worse team got accepted, the CPU team we wanted to swap with went 0-16 in USA Pro, my Paladins ended up going 20-0 in RegPro Elite #1, and pretty much every other team in our league spent all of S39 bitching at me and telling me what bullshit it was that we didn't try to move up -- and all I could do was explain that we did try to move up, but Support said "No."

T-Cat, sometimes it's not about finding the OMG-best-fairest-best-possible-solution-EVAR. Sometimes it's about finding a solution that is better than doing nothing at all. Moving Osaka up to SAPL wasn't the best possible solution, but it was better than doing nothing at all and leaving 2 CPU teams in SAPL.
Last season, Support did it your way. It fucking sucked for all involved. You're wrong. You're flat wrong.

Now I know. I get it. Even as I type this, there's some admin reading this thread and thinking "oh shit, we should promote the biggest WHINER instead of the best team!" Because it's easier than figuring out any of the hundred or so teams that deserve the promotion more than this clusterfuck of a 1-15 National Pro team. Because that's the way things work in GLB.

Osaka didn't deserve to move up, but I don't understand why CPU teams were there. Shouldn't unowned teams automatically be demoted and the best teams demoted from the above tier take their place? It seems like that process could be pretty easily automated.
