Assuming you'll be building for long-term and not for Pee Wee, then yes, you can still have a working dot. Just keep in mind that you'll have to miss your creation-season boosts, which means that up until your dot hits Plateau, you're always going to be 2-3 boosts behind all the other dots that are the same age as yours. But when you hit Plateau, you'll finally catch up and reach Level 79. But before Plateau, you're always going to have trouble competing with the other dots around you. You won't totally suck, as long as you're building properly, but don't expect awesome stats either.

Depends on the position AND on the Archetype, as well as what you specifically want to do with your dot. But for best results, you should make sure your first two attributes are "majors" for your position and archetype. You can get away with a "minor" for your third attribute, but if you can get away with having a "major" as your third attribute too without screwing up what you're trying to build, then do it.
There are very, very rare exceptions where you can use a "minor" as your second attribute, but that's very, very rare.
Keep in mind, if there's an attribute that you think needs to be high but it's a "minor" for your Archetype, you can always bump that "minor" down to third in your build plan and just put all of your Eq in that "minor" attribute instead. That allows you to get it higher while still efficiently pumping majors in your first two attributes. Power-HBs do that a lot, for example... Strength and Carrying are Majors but Speed is a Minor, even though Speed is still important for a Power-HB. So, in your build plan, you work on Strength and Carrying first, but put all of your Eq into Speed.
