Just whomever you think builds the best dots at a given position or is the best person remaining when it comes to building dots at that position. So lets say you think Catch builds the best EHBs and DTs. Well you can only choose one of those spots for him. So you choose EHB. Then you might have Saris as the next best person at building DTs, so you choose him for a DT.
