um because it fires when a runner goes untouched through the LOS. If it fired prior to the LOS it would fire every time and would be mandatory.
Also I don't really like the thought of it firing prior to the LOS as stopping short yardage downs are tough enough as it is...that would just be adding another ridiculous element to PB's.
I think you are largely exaggerating this SA as a waste. I see LARGE benefits from it constantly on backs from my teams.

This is where we will disagree. As of right now, its a chance SA, much like First Step/Pump Fake/Juke/Head Fake/etc. Except with Surge, its three chances...the HB has to make it to the LoS (chance 1), has to make it there untouched (chance 2), and then it has to fire (chance 3). The plays I put up earlier are pretty exemplary of what happens with SAs on my pHB...it maybe has a beneficial effect 20% of the time it actually fires...which might only be a play or two a game. In terms of other SA's that fire like this (Juke/HF), when they fire its far more often and often has a far more noticeable effect.
So if the the point at which the SA fires (chance 1 above) is moved, thats all thats being moved. Everything else would be the same.

A power back should already have a great "beak tackle" build and hurdle is considered a broke tackle so it helps there too.
People get turned off by Hurdle because they use it on their elusive backs who get tackled by CB's and safeties who have really high jumping and the HB is built to fake so they dont see hurdle activate that often.

Coming to a stop or near stop after breaking a tackle would be the only time I imagine it could fire.
