You can't prove intent in the case of collusion without some sort of documentation. If 10 agents from Team A and 10 agents from Team B decide to work together to combine their respective teams, how is this against the rules? And how do you prove that it was?

Thats exactly the kind of lawyer talk I'm talking about here dude...

Let me give you an example... some American "patriots" who are pissed over Obama "taking away their guns"... put up some nasty crap on Facebook about Sandy Hook being just a PLOT by people who want their guns (complete with PROOF YOUTUBE VIDEO).. there were no kids killed etc...

I thought it ludicrous and said so.. to which some moron asked.. "yeah well.. did you know any of those kids personally?, then this could be true...."

Logically his statement is 100% true.. yes.. utterly moronic... more-so... but I'm hoping you got my drift... no I cant prove there were kids killed.. but I'm pretty sure it this was not a plot by people who wanted new gun laws

You dont need proof in cases like this within a game... you need game-makers who understand the level at which "rule-bending" destroys their game... hence why after all these years Blizzard is still at the top of the heap and others fall away (World of Warcraft)....

Like we all know a lot of those bankers and audit firms that caused our current economic decay "were not guilty of illegal activities"... yet here we sit...

Right, I get it. I'm saying that two guys deciding to work together is not cheating. So two guys bringing their teams together and all the agents being in agreement of it, isn't cheating. At what point can you infer that cooperation becomes cheating? That's my point.

nothing wrong with it from a player standpoint but it hurts the game as a whole if that makes sense
