: slow or limited in intellectual or emotional development or academic progress

Mentally slow has to have a similar definition. Not trying to derail this thread, I'm just wondering who determined that the word 'retarded' has to be derogatory.

I see it as simple as this, if you call someone that word, you're going to get banned. Especially if it's malicious, I think part of the reality to most of the rules is that context is everything.
