At any rate, if you build them right, you can have a QB that can effectively evade the pass rush by moving in the pocket or getting out of the pocket, and complete throws down the field. That is NOT an issue in the game. You do have to build for that though, and 95% of QB's in this game don't, or screw up. By looking at the bars on the QB's on your semi pro team, one of your scramblers is too close to a dual threat, and doesn't have enough raw passing ability, and the other one is too much of a passer and not enough scrambler. There is a sweet spot to be hit in that build, and it is the point where you maximize the raw pass quality versus how much penalty you take for throwing on the run.
QB's running the ball on scrambles on the other hand needs some work, but again, the only ones that need that to be effective are trying to build Tim Tebow or something, and Tim Tebow isn't effective in the league he plays in either.
