I suppose that's one example, but by no means the only one. What's wrong with organizing a group of agents and building a team from the ground up? You'd basically have 100 chem every season because you'd never need to recruit. Is there something wrong with that? Is it cheating or gaming the system? No, it is not. Perfectly legit, and I submit even a smart way to go about the business of playing this game, for a variety of reasons, of which chem is only one.
And the fact is, for such a team, the OP's point applies, that teams with poor chem get a small advantage by overlong offseasons. This issue was fixed as regards training points, so obviously admins agree that extra days should not afford anyone an unearned advantage. Seems like it should apply in this example as well.
Just trying to think it through and apply logic to the question.
