I agree with JKid in the sense that pee-wee gold isn't the problem, but the structure beneath it. I wanted less silver teams from the beginning!

You have promotions/demotions to/from Gold & Silver much like you do now. However, instead of only the winner of the Silver league making Gold, both teams that make the championship game now make it. And on the other end, instead of 1 demoted Gold team per Silver league, you have one per Silver division, making things more even.
You would want to implement promotions/demotions to/from Silver & Copper so the weak teams to stay in Silver. Since there are more leagues here, the number will be more than Gold/Silver. If you demote the bottom 4 teams from each Silver division just like you do in Gold, you have to demote 32 total teams. Thus you would need to promote 32 teams from Copper to Silver and if you have 8 Copper leagues, that means promoting any team that makes the conference finals. If that's too many teams, you would always cut it in half and promote/demote 16 teams instead.
What does this idea accomplish? It makes sure that the Copper leagues remain the entry level leagues of Pee-Wee and the Silver leagues become the mid-level of Pee-Wee. Right now, most Silver leagues are half filled with entry level teams, and that should not be that way. This idea helps return the Silver leagues to the mid-level status so Silver teams that are promoted to Gold are better prepared for the level of Gold.
