Nottingham Forest won twice, and currently sits in the second division of English football. They've been as low as the third division, as recently as two years ago. Every other winner is pretty much a perpetual fixture in the top flight of their country's league, and in the Champions League.To put things in further perspective of Gart's claim of EPL being the greatest, one should look at the top tier of English football beyond the formation of the Premiership:
112 Titles since 1889. Of the 10 teams have a title and are not in EPL, they account for 21 titles. All of the 10 teams have been in the Premiership with in the last 20 years, and are all either in Championship or League One. So it used to be that anyone could build a contender in England. That is no longer the case
