tough to tell at lower levels. With nothing in agi but alg's at lvl 13 like your dude is he probably has about 20 agi. With no SA's like fs or qc to modify that he'll take approximately 4 days to accelerate to top spd on any given play. And as a PB I'm guessing his top end spd ain't too high yet either.
The real test would be when he's fully grown. If you train/first cap agi in his mid 40s/50s and he alg's his way up to the mid 50s-60 or so with 130+ spd it'd be interesting to see how well he would do with the additional str/car you'd pick up along the way.
