I make QB's every once in a while and this would be helpful in the accuracy problems currently.

maybe this sounds dumb but what about a pause/hold progression selection too?
Sometimes you wanna try and time progressions because you want the TE or whatever position to get open after a but of time. But u dont want to target him too early because he hasnt had time to reach that are or beat his guy to get open. And if you try and time the progressions by targeting another option first you risk the ball going where it was unintended. And perhaps the other players were double teamed or just not good options.
I know you can adjust the qb's slider to favor more route distance but that would affect all his passes. I had a game many moons ago where the defense played a ton of zone with the lb's. I knew I could get the HB wide open in the left flat after the TE drew the LB's to him. I didnt want to target the HB immediately or it would have been an easy tackle with the LB's converging quickly. So i targeted the TE's to try and buy time for the HB to get open and the TE to draw the defenders. What happened was the qb passing into coverage and 3 interceptions while the HB was wide open. If I had a hold progression selection call it drop back whatever, but it would have bought time to allow the te to clear out the LB's while not having to risk a pass elsewhere because we had to select a progression.

maybe there could be a "blank" meaning dont throw to anyone...maybe help "scrambling" type QBs.
and also have "any" so that the QB scans the field for the best option at that point in the progression checkdowns.

I like the suggestion in the OP. TBH I've always thought the progressions were kindof a weird way to do it (like a QB actually looks at the dudes in a pre-determined order on the field). I've always thought it should be more of a "focus" on a certain player, and then normal football logic would kick in......ie, if your scouting says they don't cover the FB very well, you might go into the play with the intent to look his way more often out of certain sets, but the QB would still use more realistic football logic to see that your WR2 is streaking down the field open without him having to look at WR1, HB, and TE first (and getting sacked or throwing to the triple covered WR1 instead due to the hurry, before he ever gets to his 5th checkdown for that matter).
I think the OP does a better job of addressing this if his idea is a relatively easy thing to do. It allows the freedom to have as many checkdowns or as few as an OC wants..... would also take a slight amount of time away from an OCs job to only have to do a couple of checkdowns instead of 5 for every play.
Big +1

I give this idea 3 DRAGONS
(which, if you didn't know, is a pretty strong, positive rating)
