I think really, it ends up coming down to who will boost/CE the majority of their roster, and who won't. That's really the main difference at these levels. Now, good gameplanning will take you very far, but when it comes down to two teams facing off that are evenly built and prepared, the team of level 13s-14s will beat the team of level 10s-12s more times than not.
That's why there'll always be the people out there who want to eliminate Boosting/CE eliminated from the PeeWee levels, to even out the playing field. I don't personally mind, but I do agree it's hard to say one team is so much better than another if one team is playing with a stacked deck. If they ever decide to create a non-boosting league, though, I'd be more than happy to jump in on that.

I think builds play a bigger role than gamplan or boosting. Many times I boost A guy then realize I don't know what to do with the last 15 because the guy already has his most important stats where they need to be and that he would win almost all his matchups without the extra 15 even his opponents out level him by a little.

I'm actually not disagreeing at all. That's what I meant, is when builds and gameplanning are pretty even, the last advantage is what will make the difference. I don't particularly believe in boosting because I think the proper gameplan can beat any team. Of course, if your players are built like crap, you won't win any games regardless.

Game planning is king in Pee Wees.

Going through the playoffs in what I origianally thought was a cupcake silver league makes me think Silver will be just fine next season.

There are a lot of teams poised to make the transition to championship caliber teams, and many who are already there who will not be advancing.

+1 -- I think there are several teams that got a taste of being near the top this season. As long as they are coming back next season, they'll keep working and improve. Silver will be just fine, especially with the top Copper teams moving up.

As for what makes a difference between teams, build quality is definitely #1. There are several cases where a non-boosted team has beaten a boosted team. Gameplanning is definitely the #2 factor, although finding a true "exploit" gets harder and harder against a quality team. Good teams can stop the long run plays from season's past. You have to pick and choose your plans now and hope you can break a few long. Holding those things equal, then boosting MAY matter. The extra 15 SP still have to be assigned properly into an attribute that will provide an advantage. That basically means it comes right back to builds.

I'd actually say filling a roster early is #1. It looks like there are some good teams that will take a big hit next year simply b/c their teams aren't even 1/2 full yet.

Top teams look to be about the same, but IMO the middle of the road teams have largely disappeared. I know it's early, but there will be some really bad teams making the playoffs in silver this year.
