Actually, the original Chocolate City was Washington, DC. It was named that by the funk group Parliament, which was pretty much George "P-Funk" Clinton and Bootsy Collins and a few no names. New Orleans gained that name after hurricane Katrina when Mayor Ray Nagin said the New Orleans would once again be a "chocolate city". He was referring to the black community returning after rebuilding. So there really is no other way to look at it. It was a nickname based on color, given by it's own citizens of color. Whether or not that is racist is up for debate.
